No, that’s not really possible. The idea shown there was just a concept showing how it would work if we could implement the Tag Reader and read Tags offline (although it does work with the MS Tag Reader).

however Microsoft Tag do not have a Tag Reader API to allow you to programmatically scan Tags.
how can you build the Tag Reader without Tag Reader API?
